Module 2

Overview & Goals: 

Module 2 emphasizes the importance of understanding who benefits from the solution and who bears the costs. Fellows will analyze the key players in production, identify necessary contractual relationships, and assess the political forces that influence outcomes. Public policy plays a critical role in determining winners and losers—not based on fairness or ethics, but on how political forces balance competing demands. By examining competing interests, property rights allocations, and regulatory constraints, fellows will ensure they are strategically positioning their projects for success. Fellows will sharpen their understanding of: 

  • The inputs required for production 
  • Who benefits and who pays for both the environmental problem and the solution 
  • Key contractual relationships needed for success 
  • Political influences  that shape policy decisions 
  • Project refinements necessary for clear and confident presentation 
  • Steps needed to take their project to market 

By the end of Module 2, fellows will have a clearer contracting strategy, a more polished project, and a stronger understanding of the policy and market forces that will shape their success.
