Overview & Goals:
Module 1 focuses on the role of markets in solving environmental challenges and where mandates may help or hinder success. Themes explored in the Markets vs Mandates conference will be explored in depth. Fellows will critically assess key themes and reflect on how the ideas align with or challenge existing perspectives. Fellows will refine their project concepts by evaluating:
- How markets and mandates shape environmental outcomes differently
- The intended vs. actual effects of regulations
- Where markets fall short in addressing environmental problems
- The incentives driving the current outcomes and how the proposed solution will shift them
- Competition within the market
- Potential unintended consequences and perverse incentives created by existing and proposed solutions
This module will provide a deeper understanding of the forces shaping environmental outcomes and help fellows refine their project frameworks by analyzing property rights, incentives, and transaction costs that influence opportunities and challenges for achieving positive environmental outcomes.
