Why BLISS?
Biology is becoming a strategic domain faster than most institutions are prepared to respond.
How can leaders today help ensure biotechnology develops in ways that strengthen competitiveness, security, human flourishing, and democratic values?
BLISS 2026 convenes approximately 300 leaders from government, industry, academia, and civil society for a one-day working summit focused on:
- Elevating biology as a strategic domain
- Strengthening cross-sector leadership
- Identifying practical opportunities for action
- Building durable networks across key domains of impact
The goal is not just discussion, but clearer leadership pathways for the biotechnology era.

About the Event Organizers
Bio-Strategies and Leadership (BSL) at Hoover ensures that the United States and its allies understand biology as a strategic domain and act accordingly. BSL products are designed to help leaders realize flourishing and democratic futures. Ongoing work is focused on economic and technical competitiveness plus national security, including public health.
